Baltic Balancing Capacity Market - BBCM

In 2025, the Baltic Transmission System Operators — AST (Latvia), Elering (Estonia) and Litgrid (Lithuania) — successfully launched the Baltic Balancing Capacity Market (BBCM), a shared day-ahead market for procuring balancing reserves across the region.
Navitasoft, together with its delivery partner N-SIDE, played a key role as solution provider in the implementation of the BBCM market platform.

BBCM enables the Baltic states to reliably secure balancing capacity through daily cross-border capacity auctions, ensuring system stability at a critical moment: the region’s transition toward full energy independence and synchronization with the Continental European power system.

A mission-critical market platform

The BBCM platform was delivered against a fixed, non-negotiable deadline, going live on February 4, 2025, just days before the Baltic power systems disconnected from the Russian grid. Since go-live, the platform has supported uninterrupted daily operations without major outages or incidents.

The solution integrates tightly with:

  • national TSO balancing systems,
  • cross-border processes,
  • and relevant EU-level market platforms,

providing a robust foundation for secure and coordinated regional grid operation.
