Leave the meter running: our new Meter Data Management project with Elering

Our hat-trick with Elering AS is complete. Having already delivered two contracts (the Common Zone platform in 2020 and the Baltic Transparency Dashboard in 2021) for the Estonian electricity and gas transmission system operator, we recently secured a third: to improve the TSO’s Meter Data Management (MDM) system throughout 2022-2023.

Considered one of the most innovative power TSOs in Europe, Elering is responsible for metering the energy flow in metering points connected to the transmission grid and carrying out necessary procedures related to the grid services that are provided to the company’s customers and neighboring TSOs. Currently, Elering has roughly 1,000 metering devices and around 40 clients. However, the company - just like many other TSOs - is facing a challenge.

Besides its regular high voltage network engineering and operations, Elering also has an increasing amount of work that requires a profound knowledge of IT and a growing number of IT specialists. Generally, the TSO outsources such work or tries to recruit IT experts, but the companies and individuals it could potentially collaborate with often lack a thorough understanding of the business domain, not to mention the acute shortage of IT talent. Enter Navitasoft.

For the past 14 years, we have cooperated with eight transmission system operators in six countries, so our IT experts know the ins and outs of the TSO business. We are dedicated to energy and only take on projects within the energy industry where we have the experience and the expertise to quickly and effectively interpret and fulfill a client’s business requirements. This, in turn, ensures smooth and successful implementation, as well as giving our customers outstanding value.

As for our latest joint project with Elering, we will extend the already existing functionalities in the operator’s MDM gas and electricity systems: 

  • collecting all energy metering data from Elering’s automatic meter reading system;
  • obtaining energy metering and other relevant data from external systems;
  • managing meter data and client data;
  • aggregating data on losses, aggregated consumption/production, etc. according to tariff methodologies and other business needs
  • forwarding metering and aggregated data to other systems (e.g. Estonian Data Hub, Elering resource planning system, Elering client portal, Elering balance management system, neighboring TSOs’ systems)

At the same time, planned developments include:

  • analysis and implementation of a reporting tool such as PowerBi or Kibana for displaying and analyzing MDM data;
  • new calculations and aggregations of metering data based on new business needs created by changes in a tariff system, in the addition of new services, etc.;
  • updates and adjustments to existing functionality

All of the above changes represent a comprehensive improvement in Elering’s MDM system, and the company’s MDM Product Owner Kaisa Jette Särekanno commented favorably on the cooperation:

The scope of the project, which will be using agile methodologies, also includes further development and maintenance of some of Elering’s other Java-based systems that deliver functionalities such as core business-related data management, transmission of data for disclosure, and data publication and transparency reporting.
