AST (Latvia), Elering (Estonia) and Litgrid (Lithuania) opted for Navitasoft expertise to implement a new dashboard solution
Baltic power TSOs AST, Elering and Litgrid plan new transparency dashboard

The three Baltic power transmission system operators (TSOs) have signed an agreement with Navitasoft to develop a new transparency dashboard solution to meet their unique regional market needs. The new dashboard provides Baltic balancing market participants one-stop shopping: a complete set of data on the regional market in one location.

In a free and open energy market, transparency is essential to ensure that wholesale markets operate efficiently and with high liquidity, while at the same time offering fair competition and a level playing field. For this reason, EU energy legislation requires Member State data providers and owners to submit information related to generation, load, transmission and balancing for publication through the ENTSO-E Transparency Platform.

Additional data relating to Baltic balancing, which is not required by EU legislation but is instead voluntarily reported by the Baltic TSOs, is spread across several locations. This makes it challenging to find needed information or get a clear picture of status:

  • Individual TSO websites
  • Baltic balancing dashboard
  • Nord Pool website

The intention of the three TSOs is to implement a Baltic transparency dashboard solution in five months, providing a complete set of data on Baltic balancing from a single source.

“We were glad to see a significant interest by IT solutions providers in our public procurement. We received six offers, and Navitasoft found the way to make the best value-for-money proposal. They identified a technological proposition that covered our requirements, at the same time offering the most competitive price by applying more efficient technologies. We are very much looking forward to the joint project implementation,” said Mārtiņs Kalniņs, Head of System Ancillary Services Unit at AST.

“For some time we have been consulting with interested customers in several countries on transparency and data publication solutions both for power and gas markets. Without these valuable client inputs, we could not have identified the right technologies to make such a progressive offer. This contract is a result of thorough and repeated challenging of the technologies we use and the ways we assess customer requirements,” said Ákos Füzi, CEO of Navitasoft. “Besides, I am very proud to have Integral Vision, our long-standing partner, on board as subcontractor. Their extensive expertise in design and front-end development will ensure an intuitive and visually appealing user experience for dashboard users.”

This year Navitasoft finished the first two implementation projects in the region and continued expansion by acquiring three new customers. After the Lithuanian gas TSO Amber Grid earlier this year, now with this Baltic Transparency Dashboard contract, Lithuanian Litgrid and Latvian AST join the customer family, while this is Navitasoft’s second contract with Estonian Elering. As a result, the company is now an IT supplier in all three Baltic states for both power and gas TSOs.

“2020 has been a great year for energy market improvements in the Baltics. We are proud to play a key role as regional players continue to embrace market liberalization, developing strong, unified Baltic energy markets based on free-market principles while strengthening ties to the rest of Europe,” said Kornél A. Balogh, Head of Business Development at Navitasoft. “After contributing to the creation of the gas market Common Zone, we can now support the development of a common Baltic power market as well. Our Baltic projects are not only a great professional experience, but also prepare us and our customers to provide sector coupling solutions for power and gas market participants in the near future. Furthermore, with this project we will have delivered advanced IT solutions to 14 European energy markets. Each new market brings new lessons, creating synergies that allow us to develop even better solutions in the future.”

About AS Augstsprieguma tikls (AST)

AS Augstsprieguma tikls (AST) is an independent transmission system operator in the Republic of Latvia, engaged in providing electric power transmission network services and ensuring the balancing and stability within the transmission network.

The electric power transmission network consists of interconnected networks and equipment, including cross-border connections with voltages of and above 110kV, which are used to transmit electric power from the producers of electric power to the relevant distribution network or end-users.

About Elering

To ensure the sustainable functioning of security of supply as a critical service, Elering maintains and develops both electricity and gas internal transmission networks and external connections. Elering manages the Estonian electricity and gas system in real time. Balance between production and consumption has to be ensured in the electricity system and sufficient gas amount for supplying consumers in the gas system.

To ensure long-term security of supply and energy security, Elering is working towards joining the Baltic States energy markets strongly with the rest of Europe. This means desynchronizing the Estonian electricity system from Unified Energy System of Russia and integrating into the European Union`s electricity system. In the gas field the objective is to create a regional gas market that will cover Finland and the Baltic States.
